Overview of the Stakeholder Consultation
From 8 & 10 February 2023, a significant stakeholder consultation was held at Dewan JKKK Tasek, Simpang Ampat for VCS Project 5542: Malaysia Grouped Biomass Waste Recovery and Utilization. This session was conducted in three languages, Bahasa Malaysia, Mandarin, and English offering a transparent platform for stakeholders to understand the project, raise concerns, and contribute to the project direction.
Key Feedback Highlights
Stakeholders expressed overall consent and support for the project after learning about the anticipated environmental and socio-economic benefits, including improved air quality, job creation, odor reduction, and reduced fire risks from unmanaged biomass stockpiles. Additionally, the session also addressed project risks such as traffic safety, noise, and dust related to biomass transport.
Not only that but the consultation also included a comprehensive briefing on workers’ rights under Malaysian labor law—covering minimum wage, working hours, occupational safety (DOSH), and a firm stance against child or forced labor. The project team also emphasized the principle of Free, Prior and Informed Consent (FPIC), confirming that no Indigenous Peoples or customary landholders are affected, and that all land and biomass sources are legally contracted.
Stakeholders were also briefed on the Verra VCS process, including project registration, third-party validation, periodic emissions verification, and public comment mechanisms. Assurances were made regarding the transparency, monitoring, and independent auditing of the project.
Specific concerns raised during the consultation include:
Environmental Pollution: En. Mohd Norhiesam Ismail, representing Kampung Padang Lalang and PIBG Sekolah Seri Tasek, highlighted recurring noise pollution concerns and potential health effects on schoolchildren. He urged for strong controls on air emissions, smell, and water discharge.
Corporate Social Responsibility (CSR): Concerns were voiced over declining CSR contributions to local schools, with calls for more impactful and consistent community support.
Employment Opportunities: Stakeholders emphasized the importance of prioritizing local hiring for facility operations and support roles.
Safety and Traffic Management: En. Ellmi Che Omar of MPKK Tasek expressed concern about heavy vehicle congestion along Jalan Tasek and suggested traffic control improvements.
Communication and Transparency: En. Ellmi also requested future engagements include senior project representatives and called for more open communication with the community.
Climate Quest’s Response & Commitments
As we continue to develop VCS Project 5542, Climate Quest is working with local authorities on traffic flow and safety, setting scheduled delivery hours, and improving dust and fire control measures. Regarding CSR efforts with funding for skills programs, school facilities, and local amenities, we are committed to review and improve the CSR policies.
